Between Fiscal Year 1994 through Fiscal Year 2011, the SAMHSA/CSAP Council produced approximately 27 recommendations. For
Fiscal Year 2011, the Council met two times to discuss SAMHSA's strategic initiative, emphasis on upcoming grants and potential
obstacles/solutions with coordinating mental health and substance abuse prevention, an overview of the SAMHSA prevention definitions
project, CSAP’s mission, and the Councils role in advising SAMHSA on substance abuse prevention issues. Although there were
no Council recommendations, members suggested that (1) cultural competency within the Strategic Prevention Framework State
Incentive Grants (SPF SIG) tribal communities be monitored and (2) additional language needed to represent territories when
discussing States, Tribes, and local organizations in the strategic initiatives be considered.
