Between FY 1994 through FY 2011, the SAMHSA Council produced 50 recommendations. In FY 2011, the Council recommended: (1)
Increased consultation and collaboration with other federal agencies, including the Centers for Disease Control, Health Resources
and Services Administration, Food and Drug Administration, and Departments of Agriculture, Defense, and Justice, to address
recovery support, youth suicide prevention, and workforce issues; (2) increased attention to the health needs of vulnerable
or minority groups, including women, undocumented immigrants, incarcerated populations, and communities of color; (3) SAMHSA's
continued focus on issues affecting rural populations, including members of the military and their families; (4)support for
the Agency's exploration of strategies for integrating primary care and behavioral health services, urging SAMHSA to partner
with primary care providers and payers to address potential barriers; (5) the importance of clarifying and defining behavioral
health terminology, including recovery, prevention integrated care, and screening.
