10: Real Property Financing
Promote increased investment in real property through the use of multiple financing options. Other Information:
Federal investment capital is limited and increasingly insufficient to keep pace with the repair needs or new construction
needs of GSA’s real property portfolio. GSA was given the authority to retain proceeds from the sale or outlease of real property
that flow back to the Federal Buildings Fund. The ability to retain proceeds provides a modest, yet much needed, source of
funding for investing in the government owned inventory. We are exploring other uses for this authority, such as ground lease/leaseback
or outlease/leaseback. While there are limitations on these uses, they provide an opportunity to support further investment
and reinvestment in our portfolio. GSA is also looking at funding resources and additional financing options for land ports
of entry, including access to other funding streams from other agencies, state and local governments, and the private sector,
where appropriate.
