PERFORMANCE HIGHLIGHTS During FY 2010, the agency saved consumers approximately 16 times the amount of resources devoted to the merger program, as calculated using the average consumer savings obtained under Performance Measure 2.1.2 ($586 million) divided into the amount of resources used on the merger program. This result is largely attributable to consumer savings that exceeded target due to the presence of several enforcement actions over the last three years in the pharmaceutical industry, which involved significantly sized relevant product markets.
