Improve the operation of the highway systems and intermodal linkages to increase transportation access for all people and commodities.

Indicators: Increase in user satisfaction with the Nation's highway systems to meet their needs (to be collected through surveys). Reduce delays on Federal-aid highways by 20 percent in 10 years (hours of delay/1610 vehicle kilometers (1000 vehicle-miles traveled). Improve the efficiency and capacity of existing intermodal connections on the NHS and serve new intermodal facilities on the NHS as appropriate. (Baseline and measure to be developed).
