3: Strategic Goal 3
The terrorist attacks have created a new environment in which we must ensure that our children are safe from threats both
foreign and domestic. The Department will work to maintain a safe and drug-free environment in which every child can learn.
In addition, as the president has said, “Teaching is more than training, and learning is more than literacy. Our children
must be educated in reading and writing—but also in right and wrong.” He quoted Martin Luther King, Jr., who said “Intelligence
plus character—that is the true goal of education.” We will focus the nation’s education system on our children’s hearts,
as well as their minds.
