1: Strategic Goal 1
Individuals and groups who work in social systems such as the American education system are strongly influenced by the system’s
culture. To improve such a system, the most potent strategy for change is cultural change. Therefore, through the effective
implementation of the No Child Left Behind Act, we will create a culture characterized by accountability for results, flexibility
and local control, expanded parental options, and the use of instructional practices based on scientific research; and we
will embed these principles in programs and activities throughout the Department.
