    • The BOSC conducts comprehensive retrospective and prospective technical reviews of ORD’s research programs. The BOSC provides advice and recommendations on ORD’s individual research programs and overall research effort. This includes evaluating ORD’s science and engineering programs and plans, the performance of ORD’s laboratories and centers, and ORD’s research-management practices. Recommendations focus on specific actions ORD can take to improve the quality, relevance, and performance (e.g., timeliness, and demonstrated impact of its research in support of EPA’s mission (i.e., in support of the science and engineering research needs of EPA’s Program and Regional Offices and ORD’s role as a leader in the environmental research community)). BOSC reports are recognized as significant inputs into the evolution of all parts of the ORD R&D program, ensuring that ORD not only “does the right science” but “does the science right.” The BOSC is specifically cited in EPA’s Strategic Plan as a critically important external advisory group. ORD's use of the BOSC meets the critical need for independent program evaluations and program improvement recommendations. The BOSC reports and ORD's responses are key evidence used in OMB's reviews to assess the extent to which independent evaluations demonstrate that ORD's programs are effective, as well as the extent to which ORD programs are taking actions to improve performance.Accomplishments for FY 2011• During FY2011 ORD integrated and transformed its various research programs. Consequently, no program reviews/evaluations were conducted. BOSC did hold a joint meeting with the EPA Science Advisory Board (which typically provides advice on ORD's future directions) to review ORD's Strategic Framework for the new research directions. This report is still being drafted by BOSC and the SAB.
