    • The Council supports Goal 1 -- Clean Air and Global Climate Change. The Council provides advice, information and recommendations on technical and economic aspects of analyses and reports EPA prepares concerning the impacts of the Clean Air Act (CAA) on public health, the economy and environment of the United States. In FY 2011, EPA requested the Council to review and provide independent advice on the EPA’s Draft Report to Congress on Black Carbon. The Council also completed its review of the final draft of EPA’s second prospective study that evaluates the costs and benefits of EPA’s actions under the Clean Air Act from 1990 to 2020. The Council held three Tier 1 chartered Council meetings (two of which were teleconference calls) and produced two advisory reports on the following subjects: (1) Review of the Final Integrated Report for the Second Section 812 Prospective Study of the Benefits and Costs of the Clean Air Act (August 2010) and (2) Review of the Draft Report to Congress on Black Carbon.
