- Under Section 1203(c)(2)(A) of the ESEA, the Secretary must convene a Reading First panel to evaluate Reading First applications
submitted by States and to recommend the applications for funding or for disapproval. At a minimum, the panel must include
three individuals selected by each of the following: the Secretary of Education, the National Institute for Literacy, the
National Research Council of the National Academy of Sciences, and the National Institute of Child Health and Human Development.
In addition, the panel reviews the progress reports that States submit after the third year of the grant period. The panel
may also make policy recommendations to the Secretary, as appropriate.
