Description Unspecified The Committee has produced 12 recommendations to date regarding U.S. policy towards international postal and delivery services that have been considered for adoption by the Department of State and other U.S. Government stakeholders. The first three of these referred to issues taken up by the Universal Postal Union in the context of the 2008 UPU Congress in Geneva. These concerned advice on the formulation of the U.S. Strategic Plan for the Universal Postal Union; and two proposals submitted by the U.S. delegation to the 2008 Congress.Since 2008, nine other proposals have emerged from the work of the Advisory Committee. One of these proposals concerned lifting password protection for documents of UPU Congresses and Councils; this proposals was rejected by the UPU Council of Administration. Another proposal led to a presentation to the UPU Council of Administration on the IATA-ICAO model for separation of governmental and operational functions within a UN specialized agency; work on this subject is ongoing within the UPU. Other recommendations concern reform of the UPU, addressing, customs clearance, and the relative roles and responsibilities of the UPU Council. These recommendations are being further studied in the context of the Department of State's leadership of U.S. Government preparations for the 2012 UPU Congress.
