Effectively manage transitions in the frontline states. Other Information: Effective transitions in Iraq and Afghanistan are critical to U.S. national security. In Iraq, State and USAID are pursuing a comprehensive strategy aimed at mitigating crisis and promoting development through economic assistance, provincial outreach, and a continuing commitment to Iraq's security services.
