Description For a variety of its own reasons not applicable to the Committee, the agency may implement all/most of the recommendations, but few times recommendations are not implemented. FACOSH was revitalized after all membership terms expired in July 2005. Due to staff turnover, it is not possible to determine the number of recommendations made during the life of the Committee. In October 2009, a decision memo regarding the 26 FACOSH recommendations contained in the Report, "Recommendations for Consideration by the Secretary of Labor on Pandemic-H1N1 Influenza Protection for the Federal Workforce," was forwarded to the Secretary of Labor. In November of 2009, the Secretary approved all the recommendations contained within the report. Two recommendations advise the Secretary to direct OSHA to revise 29 CFR Part 1960 to state that the Safety and Health Program Management Guidelines (1989 Guidelines) be mandatory for federal agencies. OFAP has since learned that the 1989 Guidelines are being phased out. Instead, the Injury and Illness Prevention Program (I2P2) rule being developed should be referenced. In September of 2011, the Secretary of Labor approved the seven FACOSH Training Subcommittee recommendations contained within the reports. The OSHA Office of Federal Agency Programs (OFAP) is currently facilitating the ongoing implementation of the H1N1 and Training Subcommittee recommendations approved by the Secretary.
