ACCSH has been active for over 40 years. Therefore, it is difficult to truly approximate the total number of recommendations
produced by the Committee. For fiscal year (FY) 2011, ACCSH provided 14 recommendations to the Agency. These FY 2011 recommendations
along with highlights from previous FYs are listed below. ACCSH has produced numerous recommendations over the years, including
revision/adoption of OSHA‘s original regulations and policy affecting the construction industry. More recently, it has continued
making recommendations on rulemaking and policy issues that affect the industry. For instance, in FY 2005 ACCSH recommended
that the Agency proceed with publishing the proposed rule for confined spaces in construction (proposal published). In FY
2007, ACCSH unanimously recommended that the Agency move forward with the proposed rule to regulate crane and derrick safety
in construction (proposal published). In FY 2008, the Committee gave recommendations concerning the Agency’s proposal to modify
the Porta Count respiratory fit test protocols and for “clarification of the remedy for violation of requirements to provide
personal protective equipment and train employees” (both implemented). Also in FY 2008, ACCSH recommended that the Agency
rescind its residential construction fall protection directive, OSHA Instruction STD 03-00-001, Plain Language Revision of
OSHA Instruction STD 3.1, Interim Fall Protection Compliance Guidelines for Residential Construction, dated June 18, 1999
and revise its construction standards to require roll over protective structures on roller/compactors (not implemented). In
fiscal year 2011, the following recommendations were made by the Committee. # 1. 9-Dec-10: ACCSH moves that they form a Work
Group to examine possible ways that OSHA could address hazards related to mast climbing work platforms. This recommendation
is under consideration.# 2. 10-Dec-10: ACCSH encouraged the agency to seek the input from the OSHA Training Institute Work
Group before making significant changes to the OSHA 10 and 30-hour classes. This recommendation is under consideration.# 3.
10-Dec-10: ACCSH motioned that the content from the document "Statement of best practices of general training and familiarization
for aerial platform equipment" be vetted by OSHA and the Scaffold Industry Association (SIA) Alliance, and then placed on
the web. The Directorate of Construction (DOC) has submitted the idea to the Alliance group in the Directorate of Cooperative
and State Programs.# 4. 10-Dec-10: ACCSH recommends that OSHA consider potential issues associated with brakes on Galion cranes,
if hazards are confirmed consider and act with a safety alert, a bulletin, or whatever other means to communicate this issue,
and provide recommendations on how to address them. This recommendation is under consideration.# 5. 10-Dec-10: ACCSH motioned
that that the Women in Construction Quick Card, the North Carolina Department of Labor Quick Card and other materials that
were collected and developed by the ACCSH Diversity in Women in Construction Work Group be provided to OSHA. And, that OSHA
utilize these Work Group products, materials and other available resources to deliver a new OSHA Quick Card and/or Fact Sheet,
and an Internet page on the OSHA website addressing Safety & Health issues associated with women working in the construction
industry. This recommendation is under consideration# 6. 10-Dec-10: ACCSH recommended that OSHA ensure that construction is
addressed within the scope of OSHA s rule-making and guidance on Injury and Illness Prevention Programs (I2P2). This recommendation
is under consideration.#7. 28-Jul-11: ACCSH moved that Prevention through Design and Green Jobs be combined into one work
group after the July 27, 2011, meeting. OSHA agrees and will combine these two workgroups.# 8. 28-Jul-11: ACCSH recommended
that OSHA set up a backing operations hazards page on the OSHA webpage. This recommendation is under consideration# 9. 28-Jul-11:
ACCSH recommended that OSHA translate the residential construction fall protection guidance webpage documents into Spanish.
OSHA agrees and is in the process translating the material.# 10 28-Jul-11: ACCSH recommended that OSHA translate the OSHA
Guidance Document (Residential Fall Protection) into Spanish. OSHA agrees and is in the process translating the material.#
11. 28-Jul-11: ACCSH recommended that OSHA conduct a direct final rulemaking to update the construction PPE standards to mirror
the general industry Personal Protective Equipment (PPE) requirements that the PPE fit the employee who will use it. This
recommendation is under consideration.# 12. 28-Jul-11: ACCSH recommended that OSHA use the Women in Construction Fact Sheet
developed by the Diversity/ Women in Construction/Multilingual Issues Work Group as an official OSHA publication on the OSHA
Webpage. This recommendation is under consideration.# 13. 28-Jul-11: ACCSH recommended that OSHA gather information for the
potential I2P2 rulemaking by holding stakeholder meetings with VPP and SHARP members to discuss developing and implementing
effective I2P2. This recommendation is under consideration.# 14. 28-Jul-11: ACCSH recommended that OSHA initiate rulemaking
addressing reinforcing-steel and post-tensioning. OSHA is in the process of issuing an RFI to solicit comments from industry.
