Description There are sometimes a few proposals which were not funded in their entirety, those few being scaled back from their original level of requested funding (allowable under the program). Since ACWI as an advisory body is not legislatively or congressionally mandated since its basis as a science and technical advisory committee is to make recommendations based on sound science and technology and since its recommendations are provided to all of its government and non-government members for voluntary implementation – there cannot be 100% implementation across the board, or by any single agency, including Interior. For example, one of the goals of the pilot studies recently conducted by the National Monitoring Network for U.S. Coastal Water and Their Tributaries, and by the National Groundwater Monitoring Network, is to evaluate the potential cost, not only to maintain appropriate ongoing monitoring -- whether by Federal, State, or local governments, universities, volunteer monitors or other organizations -- but to assess the potential cost to fill the gaps identified between existing monitoring and the ideal network design. How much if any additional monitoring sites, equipment, or sampling may actually be added or enhanced will rely on many factors, including the availability of additional funds to support the proposed networks.
