Description For a variety of its own reasons not applicable to the Committee, the agency may implement all/most of the recommendations, but few times recommendations are not implemented. In FY 2011, the Council continued to work with the Service to begin implementation of recommendations pertaining to the boating Infrastructure Grant Program, the Clean Vessel Act Grant Program and the Sport Fish Restoration Boating Access Program.Progress in fully implementing recommendations will increase in 2012 as the Service publishes revised regulations that will address recommendations made in the previous year. Progress has stalled as the process of finalizing and publishing regulations is still proceeding.
