Description For a variety of its own reasons not applicable to the Committee, the agency may implement all/most of the recommendations, but few times recommendations are not implemented. The RAC resolved to take on the role of reviewing recreation fee proposals under the Federal Land Recreation Enhancement Act. Secretary of Agriculture. The RAC’s ability to take on the role of the RRAC will enable the RAC to make decisions regarding fee proposals that have been table since 2009. In August 2011, the RAC members underwent the mandatory RRAC training, and can fulfill the duties of the RRAC.
