The California Desert District Advisory Council passes many recommendations in the form of resolutions and motions. The eight
FY 11 recommendations are summarized below:Recommendation: To request assessments of impacts onrecreation for renewable projects,
including a map with the affected routes and motorized routes. In the event that the route network is settled, it should be
designated routes. In the occurrence that it is unsettled, such as the environmental impact statement for the Paso Collaborative
Access Planning Area, that the map include both designated routes and existing routes that are still in play for potential
designation. Amendment: To propose an amendment to include all trails, including nonmotorized trails, in the overlay of the
map. Amendment: To include all roads, city, county and state, and Federal in the overlay of the map.Recommendation: To include
at the next DAC meeting a generic discussion of permitting, casual versus planned events, insurance coverage, and medical
support.Recommendation: To ask for clarification from the Department of Interior as to what the goal should be for renewable
energy for the California Desert District. Result: Motion tabled to allow BLM staff to bring an update at the next DAC meeting.Recommendation:
To accept public comment for items not on the agenda at the beginning of each District Advisory Council public meeting.Recommendation:
The BLM should include in Federal Register notices, news releases, public notices, etc. that timeframes for meetings and agenda
topics are estimates and can vary depending upon the level of discussion required by the Council to help the pubic better
plan their arrival for specific topics/presentations and discussions.Recommendation: The Council will write letters of appreciation
to field managers and their staff who assist in field tours to recognize contributions of those BLM employees. Letters are
drafted by the members, signed by the Chair, and mailed to the appropriate field manager, who provides copies for their personnel
folder.Recommendation: The Council collectively recommends/selects meeting dates, locations, and tentative meeting and field
tour agendas.Recommendation: The BLM should continue orientation briefing for news Council members to help educate them about
the BLM, the California Desert District, and their role as a District Advisory Council member. Recommendation: As a result
of untimely appointments/reappointments of Council members, the Council unanimously passed a motion that each year after the
terms of some DAC member have expired, but prior to their reappointment or the appointment of their successors, those expired
DAC members can continue to participate and advise the BLM on issues affecting public lands within the California Desert Conservation
Area. But for any Council actions/recommendations a quorum of active members would still be required of which must include
an elected official.
