For a variety of its own reasons not applicable to the Committee, the agency may implement all/most of the recommendations,
but few times recommendations are not implemented.

1. The Board recommended the University include proof of evaluation and assessment of learning in the supporting documentation
to the Southern Association of Colleges and Schools (SACS).2. Document the reasons for selecting the quality enhancement plan
topic to SACS.3. Board approved the comprehensive nature of the University's 5-yr Strategic Plan.4. Establish a process for
the Faculty Council to review the Compliance Certification documentation to be sent to SACS and solicit their input.5. Establish
a terminally degreed civilian Dean or Academic Administrator to oversee the curricula of the degree-producing colleges.6.
Coordinate University budget requests through the Fiscal Officer. The Fiscal Officer should consolidate all individual requests
for review and decision by the President, MCU.7. Re-evaluate the Gray Research Center resource shortfall to ensure all deficiencies
have been corrected.8. MCU should bring in an external team to evaluate the efficiency of MCU's organizational structure and
propose changes to the Table of Organization when needed.9. Develop a generalized University Admissions Policy as well as
specific individual school and college Admission Policies.10. Establish a central data storage capability for student data
and assessment data.11. Establish a civilian position to oversee the collection, archival, and certification of University
data.12. Link leadership to the learning outcomes of the MCU curricula.13. Research the practicality and/or effectiveness
of including Arabic language instruction in the curriculum of Command and Staff College. 14. Measure student achievement of
communication skills with an objective measure of achievement of student learning outcomes.15. Refine learning outcomes associated
with the Arabic Language and Culture elements of the curriculum.16. Evaluate wherher it is wise to introduce two new languages,
in addition to Arabic, during AY06-07.17. Ensure sustainability, a robust assessment component, and connectivity with other
information technology systems is included in whichever IT package the University purchases.18. Revise the BOV by-laws and
insert specific verbiage related to the Boards' functions in terms of the SACS expectations of the Board within the document.19.
MCU should track all student input/complaints for SACS.20. MCU should hire civilian faculty utilizing a centralized University
hiring committee made up of faculty and staff from across the University rather than a decentralized Individual school or
college hiring committee.21. MCU should centralize all survey and assessment functions under the Director, Institutional Effectiveness/Institutional
Research, thereby allowing the individual schoolhouses to concentrate on student learning outcomes.22. MCU should pursue as
many of the 60 recommendations offered by the Wilhelm Study as possible.
