The governing statute (Sec 1082, P.L. 110-181) requires the Advisory Panel to assess eight distinct areas. 14 recommendations
required no further action. They were addressed by activities already implemented, e.g., Join Action Plan for Unity of Effort,
SecDef memo to declassify CONPLANS, 2012 NDAA authorizing use of Title 10 Reservists for all incidents, etc. 14 recommendations
were addressed to the White House, Congress, and/or other Federal Depts/Agencies since DoD had no authority or responsibility
to respond or implement. 7 recommendations were rejected due to the Panel exceeding its statutory mandate or conflict with
existing law. Remaining 14 recommendations were tasked to appropriate DoD components for implementation.
