- The Chief of Naval Operations Executive Panel (CEP) provides independent civilian advice from a diverse group of distinguished
Americans to the Chief of Naval Operations (CNO) on a broad range of issues. The panel addresses subjects related to the role
of naval power in the international strategic environment; reviews current and proposed Navy policies to provide advice on
enhancing the Navy's effectiveness in support of national security policy; and recommends alternative policies in light of
evolving political, economic, technological, military and social circumstances.
