There are sometimes a few proposals which were not funded in their entirety, those few being scaled back from their original
level of requested funding (allowable under the program).

7 of 9 BoV recommendations have been closed. Of the two that have not been closed:1) Neither adopted or rejected - Development
of a 21st Century Commission on educational outcomes is on hold while the Institutional Competency List is completed and published.
This is the only currently non-implemented BoV recommendations.2) Partially adopted - Character Assessment Tool developed
and initially tested via an initial baseline survey administered during Basic Cadet Training in June 2009. Further testing
will occur over the next 1-2 years prior to a final AF decision to fully implement the program.
