Description For a variety of its own reasons not applicable to the Committee, the agency may implement all/most of the recommendations, but few times recommendations are not implemented. The NDU president requested assistance from the Board in reorganization of the research centers. Board co-chairman General Carlton Fulford (Ret.) conducted an in-depth study and offered three recommendations: 1) Make no organizational changes, 2) Enhance the responsibility and authority of the Vice President for Research, or 3) Reorganize and centralize research activities within NDU. NDU-P chose the third option, tasking the research centers to develop an implementation plan, resulting in all the centers reorganized under INSS, CASL and the NDU Press placed under the Vice President for Research, and the creation of a University Research Council (URC). The URC’s mandate is to foster innovation, responsiveness and collaboration across the research enterprise at NDU. In all of its undertakings, the Council supports an educational and research climate that fosters and protects free expression, rigorous analysis, and open intellectual exchange.
