Description For a variety of its own reasons not applicable to the Committee, the agency may implement all/most of the recommendations, but few times recommendations are not implemented. The MDAC has successfully conducted and completed six studies. The first was an assessment of the MDA's Capabilities-Based Acquisition Approach (U). Completed in November 2006, the MDAC's outbrief to the Director, MDA provided recommendations in the areas of Approach, Transition to Production and Sustainment, Block Names, and MDA-Managed Systems. This report is unclassified and available on the FACA Database. To date, all recommendations have been adopted. The second study, completed in June 2007, was an assessment of the Technical Potential Capabilities of Missile Defense Systems Against a Certain Potential Level of Threat (U). The MDAC's outbrief to the Director, MDA provided recommendations in the areas of Deterrence, Research and Development, and Combatant Commands and Services. To date, all recommendations have been adopted. However, because this study involved classified matters of national security concern and to maintain the integrity and ultimate utility of the MDAC's findings, this study report is classified and MDA's feedback and comments cannot be released. The third study was an assessment on the Appropriate Role for MDA in Developing Integrated Air and Missile Defenses for U.S. Forces, for the U.S. Homeland, and for American Allies (U). Completed in May 2008, the MDAC's outbrief to the Director, MDA provided recommendations on MDA’s role in a specific geographical area. To date, recommendations are pending MDA senior leadership consideration. However, because this study involved classified matters of national security concern and to maintain the integrity and ultimate utility of the MDAC's findings, this study report is classified and MDA's feedback and comments cannot be released. The fourth study was a review of the Space-Based Potential in the BMDS (U). Completed in November 2008, the MDAC's outbrief to the Director, MDA provided recommendations proposed strategies, knowledge and decision points. To date, recommendations are pending MDA senior leadership consideration. However, because this study involved classified matters of national security concern and to maintain the integrity and ultimate utility of the MDAC's findings, this study report is classified and MDA's feedback and comments cannot be released. The fift and sixth studies, on BMD Cooperation and Directed Energy, and MDA Strategic Priorities, respectively, were completed August 2011. Due to their security classification, these reports and recommendations are not available for release.
