Description There are sometimes a few proposals which were not funded in their entirety, those few being scaled back from their original level of requested funding (allowable under the program). No measurable calculations is possible, as recommendations are mostly given during meetings. Section 135 of the Trade Act of 1974 provides that portions of the advisory committee meetings be exempted from the requirements of subsections (a) and (b) of Sections 10 and 11 of the Federal Advisory Committee Act under the authority delegated by the U.S. Trade Representatives because meetings concern matters the disclosure of which would seriously compromise the development ability of the U.S. Government’s trade policy and priorities, negotiating objectives and bargaining positions with respect to the operation of any trade agreement and other matters arising in connection with the development, implementation, and administration of the trade policy of the United States.
