Description There are sometimes a few proposals which were not funded in their entirety, those few being scaled back from their original level of requested funding (allowable under the program). In 2010 the HSIN AC had a meeting at the end of August, as the result of which the committee issued 9 new recommendations. The HSIN program hasn't had time to implement these recommendations as of the close of the fiscal year, which has significantly reduced the percentage of partially implemented recommendations in FY2010 from FY2009.
