The Committee provided recommendations that assisted in the development of a joint TSA and Coast Guard rulemaking involving
identification cards and provided recommendations that assisted in the enhancement of policies involving Asymmetric Migration
issues. Report to Congress from the committee recommending continuance of the NMSAC past FY-2008.NMSAC assisted the Coast
Guard/DHS by working with the Commercial Operations Advisory Committee (COAC) to identify members of maritime sector who would
be able to provide operational advice and consultation to the Coast Guard/DHS on national maritime security matters during
transportation security incident response or recovery operations.NMSAC is currently working on providing recommendations on
question related to updates and amendments of regulations in 33 Code of Federal Regulations (CFR) Subchapter H, Maritime Security,
as well as the incorporation of current cruise ship terminal regulations into 33 CFR subchapter.NMSAC assisted DHS with the
review of the Strategy to Enhance the Security of the International Supply Chain (required by the Safe Port Act)Continuing
involvement in assisting with the development of procedures and protocols for engaging the private sector on recovery issues
following a national incident which significantly impacts the marine transportation system. NMSAC provided comments/recommendations
to inform the rulemaking process with regard to the development of specifications and implementation of bio-metric card readers
in support of the Transportation Worker Identification Credential (TWIC) program.The committee recommended against implementing
a Maritime and Surface Transportation Security User Fee under the study required by Title XIII, Section 1308 of the Implementing
Recommendations of the 9/11 Commission Act of 2007 on 4/18/08.NMSAC made 8 recommendations on 9/18/08 regarding the issue
of Seafarer''s access to shore leave. 3 of these recommendations have been implemented in 2009The Committee issued 10 Recomendation
regarding the Port Security Grant Program in 2010. These recomendations are currently being taken under advisement.NMSAC provided
3 recommended definitions to assist teh CG in developing regulations per Section 811 of the Coast Guard Authorization Act
of 2010. All 3 recommendations are being imlplementedNMSAC provided 3 recommendations regarding the Maritime Security Risk
Analysis Model (MSRAM) in response to Section 827 of the U.S. Coast Guard Authorization Act of 2010. All 3 recommendations
are in the process of being implementedNMSAC recommended that all provisions of Section 806 of the USCG Authorization Act
of 2010 be implemented. These provisions will be implemented.
