Malicious actors, including terrorists, are unable to acquire or move dangerous chemical, biological, radiological, and nuclear
(CBRN) materials or capabilities to or within the United States or deterred from doing so. While the Nation remains committed
to preventing all attacks by terrorists and other malicious actors, CBRN attacks pose a far greater potential to cause catastrophic
consequences. Consequently, particular attention must be paid to the security of dangerous CBRN materials, weapons, and technologies.
