Attracting, developing, and retaining high-performing managers and employees are key for CMS to accomplish its many critical programs and the initiatives identified in this Plan. As a primary partner in shaping the future of America’s health care, our goal is to make CMS the “employer of choice” for seasoned professionals and emerging leaders in the health care arena. CMS will maintain a highly-skilled, diverse workforce that is equipped to transform America’s health care system. We will strive to provide state-of-the-art administrative technology and processes to enable employees to complete our important work with the least possible amount of administrative burden. CMS’ vision for human capital management calls for a strategically-aligned workforce that supports the CMS and HHS mission, responds effectively in emergencies, positions bench strength to assume leadership positions, and becomes a most efficient organization, with the “right” people in the “right” position at the “right” time. An implicit component of this strategy requires CMS to hire and retain a workforce that reflects the diversity of the populations that we serve. Doing so allows us to understand the needs of the populations we serve and effectively address them. CMS is committed to applying these principles for human capital management to ensure a workforce that is resilient, competent, diverse, flexible, and motivated to accomplish our mission.
