There are sometimes a few proposals which were not funded in their entirety, those few being scaled back from their original
level of requested funding (allowable under the program).

The Committee’s advisory function to the agency is satisfied when it engages in activities related to state-based civil rights
matters and issues a report to the agency for review and publication. Committee activities do not always lead to the making
of recommendations to the agency and the committee does not routinely record and track those recommendations that are made
to the agency. The Committee conducted a study of public school districts in Georgia and found that, of the 109 that had been
subjected to litigation in federal court to desegregate, 35 of these had been declared “unitary” while 74 remain under a court
order. Statistical analysis found that there were no substantial differences among school districts regarding integration
patterns on the basis of unitary status. However, no resulting recommendations were made by the Committee in FY08 to the Commission
or public education agencies.
