Description Unspecified BIFAD is a statutory committee and has been in place since 1975. No attempt has been been made to collect and review separate and distinct recommendations to date. For FY 2011, no such recommendations were made to USAID as it was working with its federal governments partners (State, USDA, MCC, Treasury and the NSC) to design the new Food Security program FtF. During the year BIFAD supported task forces on Haiti and the Minority Serving Institutions and will be providing recomendations issues related to FtF programming as well general FtF programming related to collaborative research and higher education collaboration in FY 2012.
