Evaluating Program Effectiveness Other Information:
Empirical evidence is an essential ingredient for assessing whether government programs are achieving their intended outcomes
and guiding continuous improvement. We must establish a culture where program design and operations are based on rigorous
performance evaluation. To that end, we have committed to building an evaluation infrastructure that complements our efforts
to strengthen performance measurement and management. In the 2011 Budget, the President placed a major emphasis on expanding
rigorous program evaluation. The budget requests approximately $100 million for agencies to conduct new evaluations, and we
recently issued guidance to agencies explaining that they may request additional funding to conduct these evaluations and
assess whether they are carrying out their mission as efficiently and effectively as possible. OMB is allocating funding for
agencies that voluntarily demonstrate how their FY 2012 funding priorities are subjected to rigorous evaluation. In addition,
we are working with agencies to improve and coordinate the use of existing evaluation resources.
