- Cheryl Hilvert: Cheryl Hilvert serves as the director for the Center for Management Strategies. A retired local government manager with over
31 years of service in the state of Ohio, Hilvert most recently was city manager for Montgomery, where she served for over
14 years. Other municipal experience includes work as city manager and assistant city manager for Fairfield, Ohio; economic
development director for the city of Forest Park, Ohio; and assistant to the city manager for Wyoming, Ohio. Hilvert has a
bachelor's degree in political science and a master's degree in public administration from Eastern Kentucky University. She
is also a graduate of the Senior Executive Institute at the University of Virginia and the Economic Development Institute
at the University of Oklahoma. Chair of the Senior Executive Institute Advisory Board, Hilvert also serves as a board member
for the Alliance for Innovation. She also has served as an ICMA Midwest Regional Vice President; president of the Ohio City/County
Management Association; and president of the Greater Cincinnati Area Local Government Management Association. An ICMA Credentialed
Manager, Hilvert has been inducted into the Hall of Distinguished Alumni for Eastern Kentucky University and was named a Woman
of Achievement by the YWCA. She was named 2010 Public Administrator of the Year by the Greater Cincinnati Chapter of ASPA;
and, along with her colleagues at the city of Montgomery, was the recipient of the 2011 ICMA Program Excellence Award for
Strategic Leadership and Governance.
