The Center’s plan is different from previous attempts to bring interoperability as it doesn’t attempt to get buy-in from government
organizations. Instead it offers cost savings through multi-tenant software systems that are integrated. Government buys the
products to save money, not interoperability, but obtains interoperability by default, even if it doesn’t recognize the importance
of it.
