ACODE is an independent public policy research and advocacy think tank registered in Uganda with operations in the Eastern and Southern Africa sub-region. ACODE was first registered in 1999 as a Non-governmental organization (NGO). In 2004, the organization was incorporated as a company limited by guarantee and without having a share capital. Ten years now, ACODE is one of the most dynamic and robust regional leaders in cutting-edge public policy research and analysis in a range of areas including governance, trade, environment, and science and technology.

• Godber W. Tumushabe: Godber W. Tumushabe is current Executive Director of ACODE. He is a member of the Bar in Uganda and an Assistant Lecturer at the Faculty of Law at Makerere University where he teaches international law, environmental law and jurisprudence. Godber received his first degree in law (LLB) from Makerere University, Kampala in 1993. He attended a post-graduate Bar Course at Uganda's Law Development Centre and later joined the Faculty of Law at Makerere University where he obtained a Masters Degree in Law (LLM) in 1996. In 1997, Godber joined a Nairobi-based public policy think tank- the African Centre for Technology Studies (ACTS) as a Visiting Fellow and rose through the ranks to become a Senior Research Fellow in 1999. At ACTS, Godber directed Africa-wide policy research projects on environmental governance and conservation of natural resources. At the beginning of 2000, Godber attended the Ford Foundation Fellowship in Environmental Politics at the Institute of International Studies, University of California, Berkeley and later returned to Uganda as Founding Executive Director of ACODE. Since then, he has served as Chair or member of prestigious national and international policy committees of governments, civil society and international organizations. Godber has undertaken major writing and research assignments and he is co-editor with Prof. H.W.O. Okoth-Ogendo of Governing the Environment: Political Change and Natural Resources Management in Eastern and Southern Africa (1999). In 2007, Godber joined Stanford Law School as a Fellow in the Stanford Program in International Law (SPILS) and graduated with a Juridical Science Masters Degree in April 2008. He is currently pursuing a Doctor of Juridical Science Degree (JSD) at Stanford Law School.


• Dr. Arthur Bainomugisha: Dr. Arthur Bainomugisha is the Director of Research and Manager Peace and Democracy Programme at ACODE. He is also a Lecturer of Peace and Conflict studies, in the Faculty of Religion and Peace Studies at Makerere University. He also served as a visiting Lecturer in the Faculty of Development Studies, Mbarara University of Science and Technology (MUST). Before joining ACODE, he worked as a Civil Society Fellow at the International Peace Institute (IPI), a New York based public policy think tank. He has authored several research publications and contributed articles on peace, security and natural resources, and environmental governance. Notable among his publications include; The Role of Civil Society in Peace Building in the Great Lakes Region; Constitutional Reforms and Environmental Legislative Representation in Uganda; The Torturous Peace Process in Northern Uganda and Escaping the Oil Curse and Making Poverty History etc. Dr. Bainomugisha holds a PhD in Peace and Conflict Studies; a Masters degree in Peace Studies and a Post Graduate Diploma in Research Methods all of them from the University of Bradford, United Kingdom. He also holds a Bachelors degree in Mass Communication (BA. Mass Comm.) from Makerere University.


• Onesmus Mugyenyi: Onesmus Mugyenyi is the Manager for the Trade Policy Governance Programme and a full-time Public Policy Analyst. He has undertaken policy research and published in the areas of Environment and Trade. Onesmus has taught both Commercial and International Business Law at Makerere Business School and is an Advocate of the high Court of Uganda. He holds a Master of Law Degree from Makerere University (LLM) and a Post Graduate Diploma in Legal Practice from Law Development Centre.


• Dr. Ronald Naluwairo: Dr. Ronald Naluwairo is a Ugandan lawyer, academic and development worker. He is a Research Fellow with ACODE and Lecturer at the School of Law, Makerere University where he is also a Deputy Dean (Ag) in charge of postgraduate studies & administration. Previously, Ronald was a Lecturer at the Faculty of Law, Uganda Christian University. Ronald got his LLB (Hons) degree from Makerere University in 2001. He was the second best overall student in his graduating class, and for this, he won the Uganda Law Society Prize. In the same year, he joined the Law Development Centre for the Bar Course where he graduated in 2002 with a Diploma in Legal Practice. Again, he emerged second best overall student in his graduating class and won the Uganda Law Society Prize. In 2002, Ronald won the DFID-Cambridge Shared Scholarship (Commonwealth) for his postgraduate studies at the University of Cambridge where he graduated with an LLM degree in 2003. In November 2003, he enrolled as an advocate of the Courts of Judicature in Uganda. In 2008, Ronald won the Mo Ibrahim Governance for Development in Africa Scholarship to undertake his PhD studies at SOAS, University of London. He completed his studies in 2011 and was awarded a PhD in the same year. Ronald has served and continues to serve on a number of Government and civil society organisations' committees. His work and research interest focus mainly on issues in the areas of: agro-biodiversity law & policy; access to genetic resources; governance; and military justice & human rights. He has published many scholarly articles, policy papers and briefs on topical issues in these areas.


• Lillian Muyomba: Lillian Muyomba is a Research Fellow under the peace and democracy program at ACODE. She is the Project Manager of the Local Governments Councils Scorecard Initiative, (LGCSCI), a project implemented by ACODE in partnership with ULGA. Lillian holds a masters degree in Human Rights from Makerere University, Kampala and a Bachelor Degree in Social Work and Social Administration (SWSA) from the same university. She has also undergone training in Project Planning and Management, Strategic Planning and Human Resource Management, all from Uganda Management Institute (UMI), Kampala. Prior to joining ACODE, she worked with the Anti Corruption Coalition of Uganda (ACCU) as a program officer. Lillian is a published researcher in the field of local governance, political accountability and service delivery with over 10 publications in the ACODE policy research series. She is a co-author of the second Local Government Scorecard Report which was submitted to and reviewed by the Global Go-To Think Tanks ranking that ranked ACODE as the second best policy research think tank in Uganda in 2012. Currently, Lillian's research interests and focus are in the areas of district local government councils' performance and effective service delivery.


• Eugene Gerald Ssemakula: Eugene Gerald Ssemakula is currently a Research Officer with ACODE. He previously worked as Project Development Consultant at REEV Consult International. He holds a BA in Social Work and Social Administration of Makerere University and he is currently pursuing a masters degree in Social sector Planning and Management from the same university. Eugene has gained experience in the field of Monitoring and evaluation methods and practice given the qualitative and quantitative research that he has been involved in. The assignments include Baseline, Mid Term and post ante evaluations of various organizations. The assignments have exposed Eugene to both local and International perspectives in development Practice.


• Brenda Asiimwe: Brenda Asiimwe is a Programme Assistant-Projects at ACODE where she provides administrative support to ACODE Programmes. She joined ACODE as a graduate intern and gained a lot of experience and training to become a full time staff. She provides both research and administrative support to the various projects. She holds a Bachelors degree in Information Technology from Makerere University Kampala.


• Caroline Sekiwano: Caroline Sekiwano is the current Administration, financial operations Manager at ACODE. She's in charge of the Human resource, Administration and financial resources of the Organization. Before joining ACODE she worked with Uganda Protestant Medical Bureau (UPMB) as Finance, Administration and Human Resource Manager. She holds a Bachelor of Commerce Degree from Bundelkand University India, Postgraduate Diploma in Human Resource Management from Uganda Management Institute (UMI); a Master's of Business Administration from Makerere University Business School (MUBS) and is currently pursuing a Doctorate in Organizational Development.


• Richard Asiimwe: Richard Asiimwe is a Senior Accountant. He is an Associate member of the Association of Chartered Certified Accountants (ACCA) and he is also a lecturer at Kyambogo University in Department of Accounting and Finance. He formerly worked as an Auditor at Mungereza and Kariisa Certified Public Accountants and Greenfield and company Certified Public Accountants. Richard previously worked with My Trade ltd, Alighummans ltd, Swaga ltd, Business Skills Trust, Makerere Institute for Social Development, Kasinga Export services (U) ltd, and AIDS Information Centre (AIC). Richard holds a Master of Business Administration (MBA) in Financial Management and Investment from Cyprus Institute of Marketing - Europe , a Bachelor of Science Degree in Applied Accounting from Oxford Brookes University (United Kingdom), a Bachelor of Science (Hon) Degree (BSC) from Makerere University, Kampala, a Diploma in Project Planning and Management (DPPM) from Uganda National chamber of Commerce and Industry and Uganda Diploma in Accountancy (UDA) from Uganda College of Business Studies, Nakawa (NCBS). Richard has also previous lectured/taught at Uganda Christian University (UCU), Cavendish University of Uganda (CUU), Uganda institute of communication and telecommunication (UICT), Team Business college, Makerere Institute for Social Development(MISD),Business Skills Trust, Progressive Mixed Secondary School, Nakawa Institute of Business Studies (NIBS), Makerere University Business School (MUBS), National College of Business Studies- Nakawa (NCBS), Kampala Business Institute (KBI), Institute of Professional Studies, Light College Bureau- Seguku, Makerere Business Institute (MBI), Kampala Institute of Management and Accountancy (KIMA) and Grotius school of law.


• Dr. Jacklyn Makaaru Arinaitwe: Dr. Jacklyn Makaaru Arinaitwe is an Research Fellow at ACODE under the Citizen's Budget Tracking and Information Center (CBTIC). She previously worked on both scholarly and public policy research and analysis with the University of Kentucky, the Alabama Policy Institute, the Bluegrass Institute for Public Policy Solutions, and the University of Alabama Center for Health Promotion. Dr. Makaaru holds a PhD from the Martin School of Public Policy and Administration, University of Kentucky, with a concentration in Economic Policy and Development. She also has a Master's Degree in Public Administration and a Bachelor's Degree in Economics from the University of Alabama, Birmingham. Her research interests are in economic policy, development policy, good governance, government accountability, program evaluation, rural development, inter-governmental analysis, evidence-based practice, and performance management.


• Robert Nsubuga: Robert Nsubuga is an Information Officer at ACODE. He is responsible for effective provisioning, installation/configurations, operation, and maintenance of systems hardware and software and related infrastructure. Robert Performs daily system monitoring, verifying the integrity and availability of all hardware, server resources, systems and key processes, reviewing system and application logs and manages the organization website and the library of law and public policy. He is a graduate of Library and Information Science (MUK) and has undergone professional training in Linux systems administration (LINUX+ Certified from APTECH). With this exposure, Robert has built a knowledge base in the definition of needs, benefits, and technical strategy; research & development within the organization life-cycle; technical analysis and design; and support to operations staff in executing, testing and rolling-out solutions in Management Information Systems operations.


• Barbara Ntambirweki-Karugonjo: Barbara Ntambirweki-Karugonjo is a Research Officer with ACODE under the Trade, Innovations and Biotechnology Policy Programme. She is also a Lecturer at the Uganda Pentecostal University where she teaches Introduction to law, International law and Contract law at their Kampala campus. Before joining ACODE, Barbara worked with Women and Law in Southern Africa Research Trust Swaziland (WLSA) as an Assistant Research Officer. Barbara holds a Bachelor degree in law (LLB) from Makerere University Kampala. She attended the post graduate bar course at Law Development Centre in 2006. In 2009 she obtained a Masters degree in Law (LLM) from the University of Cape Town in South Africa. Barbara provides both research and administrative support to the various projects under the Programme.


• George Bogere: George Bogere is a Research Fellow under the Citizens' Budget Tracking and Information Center (CBTIC). He holds an MA Economics Degree from Makerere University. Before joining ACODE in January 2011, George was a Researcher at Makerere Institute of Social Research (MISR)-Makerere University for over five years. His areas of interest include Economic Growth and Development, Decentralization, Governance and Service Delivery as well as Natural Resources Management particularly land.


• Sophie Nampewo Kakembo: Sophie Nampewo Kakembo is a Research Officer at ACODE under the Citizens' Budget Tracking and Information Centre (CBTIC). She formerly trained with the Economic Policy Research Centre (EPRC), National Planning Authority and Ministry of Finance, Planning and Economic Development. She holds a Masters' Degree in Economic Policy Management and a Bachelors' Degree in Development Economics from Makerere University, a postgraduate certificate in Research and Writing Skills and a Certificate in Project Monitoring and Evaluation. Sophie has great interest in economic policy analysis.


• Dr. Tony Muhumuza: Dr. Tony Muhumuza is a Research Fellow under the Citizen's Budget Tracking and Information Center. He holds a Bachelor of Arts degree in Social Sciences from Makerere University, majoring in Economics. He obtained a Masters degree in Economics, from the University of Nairobi, under the auspices of the African Economic Research Consortium (AERC). Tony holds a PhD from Humboldt University of Berlin, under a collaborative programme managed by the German Institute for Economic Research (DIW Berlin). Tony's research interests are in economic policy, programme evaluation and rural development, particularly with respect to poverty analysis, agriculture, health, and labour. He is also interested in post-war reconstruction. His recent work entails understanding household livelihoods during post-war recovery in Northern Uganda. He has been involved in a number of studies on agricultural development. Among them was a 2008 value chain study on fruit production in Eastern Uganda, commissioned by the Ministry of Agriculture. In 2009, he was involved in a one-year DIW Berlin/IFPRI research project on reconstructing agricultural livelihoods in post-war situations. Some of his studies on poverty include; a consultancy funded by the DFID, in 2008 to analyse the spatial trends of poverty and inequality in Uganda, and a 2012 World Bank assignment to study the trends of household expenditure in the East African community. At ACODE, Tony is lead researcher for the Public Expenditure and Governance study in the agriculture sector.


• Prossy Tibulya: Prossy Tibulya is an Administrative Assistant at ACODE. She previously worked in the United Kingdom with a recruitment firm for three years as a senior Human Resource Officer. Prossy holds a holds a Bachelor of Social Science degree from Makerere University, Masters degree in Management (Human Resource) from the University of Sheffield, UK. Over the years she has acquired a vast range of knowledge from both international and national environment in the areas of human resource management.


• Elizabeth P. Allen: Elizabeth P. Allen joined ACODE as a Research Associate in the fall of 2010. Her work focuses on the political, economic, and environmental underpinnings of Uganda's nascent oil and gas sector. Prior to ACODE, she was a research analyst based in the United States, working at Abt Associates on a number of evaluations for the Department of Justice and the Department of Health and Human Services (among other entities). In addition to her research activities, she also served as the literary editor of the SAIS Review of International Affairs, and as an assistant editor at World Policy Journal. Her most recent work has appeared in The New Republic and Foreign Policy magazine. She holds a BA in political theory from Harvard University, and a MA in international affairs and economics from Johns Hopkins University.


• Jonas Mbabazi: Jonas Mbabazi is a Research Officer at ACODE. He previously worked as a Project Development Consultant with REEV Consult International. He holds a Bachelor in Social Work and Social Administration of Makerere University. He has amassed skills in performance measurement of public institutions and analysis of policy initiatives. He has a lot of experience in project proposal design, qualitative and quantitative research and has been involved in various research assignments including Baselines, Mid Term and post ante evaluations of various organizations. Notable among these assignments include: KAP study for Radio Healthy Choices program under Communication for Development Foundation Uganda (CDFU, 2011); Mid-Term Evaluation of Bukonde and Kirima Community Development Projects; End of Project 2010 Survey, "Health Marketing, Health Behaviour and Communication Survey" under UHMG/AFFORD; End Evaluation of Community Based Reproductive Health Services Project for PLAN- Uganda; Review of Capacity Building Strategy (2007-2010) for Public Procurement and Disposal of Public Assets Authority (PPDA); Drafting of a Policy Paper for the Transformation of Public Service in Uganda ; Tracking Essential Medicines and Health Supplies (EMHS); and The 3rd National Integrity Survey(NIS III) in 2008. Others include: Kampala Environment Integration Management Project (KIEMP); Determination of the Pension Scheme for Makerere University Staff; and Qualitative assessment "Be a Man" Campaign in Uganda among others. It is through these and many other assignments that he has been exposed to different institutional performance measurement and development perspectives.


• Achola Irene: Achola Irene is a Research Assistant at ACODE and is currently working on the Citizens Budget Tracking and information centre project as well as the Science, Technology and Innovation Outlook of the East African Community. Irene holds a Bachelors degree in Economics from Makerere University Kampala.


• Emmanuel Keith Kisaame: Emmanuel Keith Kisaame is a Research Assistant at ACODE and is currently working on the Citizens Budget Tracking and Information Center project. He previously worked as a Project associate feeding the infrastructure and economics portfolio at Lyciar Limited's Uganda Country office. He has gained experience in Development oriented planning, Public Financial Management and Reviews (PER), policy research, monitoring and evaluation. Keith holds a Bachelor's Degree in Economics from Makerere University, a certificate in panel methods for programme evaluation as well as a certificate in Public Expenditure Tracking Surveys (PETS).


• Naomi Asimo: Naomi Asimo is a Research Assistant at ACODE. She holds a Bachelor's Degree in Education with training and experience in counseling and community health care. She is currently working with the Local Government Councils Score Card Initiative in the monitoring and evaluation of Local government organs; the Land Policy Governance project; and Forest Governance Learning group. She provides both research and administrative support to these projects.


• Phoebe Atukunda: Phoebe Atukunda is a Research officer - Information Technology. She is responsible for the SMS Communication component of the project and the general ICT operations of the organisation. Prior to joining ACODE, Phoebe worked with Uganda Christian University, Mukono and MTN Uganda, a telecommunications company. She holds a Bachelor's degree in Computer Science from Makerere University, Kampala.


• Phoebe Atukunda: Phoebe Atukunda is a Research Officer - Dissemination with ACODE. She is currently working under the Local Government Councils' Scorecard Initiative particularly handling the Intensive Dissemination Component of the project. She previously worked as a Communications and Advocacy Officer and as a Public Relations Manager with not-for-profit development organisations in Uganda. Naomi has also worked as an Associate Consultant in Media Communications with Vachi Communications Ltd. Naomi has hands-on skills in communications strategy development and implementation, audio-visual documentation, conference rapporteur, IEC materials design and website management. She holds a Bachelors' Degree in Mass Communication (BMASS) and a Diploma in Performing Arts both of Makerere University Kampala. Naomi is passionate about Communication for Social Development.


• Anna Amumpiire: Anna Amumpiire is a Research Assistant. She formerly worked as a Legal Researcher with the Land Division of the High Court of Uganda. She holds an LLM in Environmental Law and Policy from the University of Kent, United Kingdom and a Bachelors Law Degree (LLB) from Makerere University, Kampala and a Post Graduate Diploma in Legal Practice from the Law Development Centre.


• Abel Kwikiriza: Abel Kwikiriza is an Accounts Assistant at ACODE. Abel formerly worked as a tax Accountant/Auditor with Matrix & Co. Certified Public Accountants where he gained unparalleled skills in tax accounting and Financial Reporting. He also worked as a part time lecturer with Great Lakes Regional College in areas of Accounting and Financial management. He also worked as a project Accountant for a 3-H Rotary funded project in Kanungu district. He holds a Bachelor's of Commerce degree (Accounting Option) from Makerere University.


• Rosset Moloa: Rosset Moloa is an Accounts Assistant. A Certified Public Accountant, Rosset formerly worked with Mungereza and Kariisa Certified Public Accountants.


• Sherie Tumwebaze: Sherie Tumwebaze is a Project Assistant at ACODE. She is working on projects under the Citizens' Budget Tracking and Information Center (CBTIC). She previously worked as Administrative Assistant with HEPS Uganda. Sherie hold a Bachelor of Development Studies from Mbarara University of Science and Technology and a certificate in Basic Guidance and Counselling Skills, Sexual and Reproductive Health STI/HIV AIDS.


• Peter Magelah Gwayaka: Peter Magelah Gwayaka is a Research Officer. He formerly worked with Human Rights Network -Uganda (HURINET-U) as a Project Officer in charge of law reform project. Peter holds a Post Graduate in Legal Practice from Law Development Centre (LDC), Kampala, a Bachelor of Laws (LLB) Degree from Makerere University, Kampala and a Bachelor of Arts - Social Sciences from the same University. Peter has worked on policy and legal reform and advocacy in Uganda including work on the Access to Information Act, Prevention of Torture Act, and Equal Opportunities Policy among others. He has also conducted research and training on various human rights issues in Uganda which has gained a wealth of experience on various legal and policy issues in Uganda and the East African region.


• Tom Balemesa: Tom Balemesa is a Research Officer at ACODE under the Land Policy Governance and Oil Exploitation in Uganda project. Before joining ACODE, Tom worked as resource for Africa Institute for Energy Governance (AFIEGO) on oil governance and youth, access to rights and capacity building. He was lead consultant for International Alert's exploratory study on Peace building and oil governance in the Albertine region of Uganda. In August 2010 he joined United States Peace Corps-Washington(USA)-Africa region as an Atlas Fellow and trained in NGO management and development, worked on; partnership development in peace building, a toolkit challenges and opportunities of post conflict programming and training in Liberia, Sierra Leone, Rwanda, Uganda, South Africa, South Sudan and South Africa. In early 2010 he was a junior research fellow at the Africa Centre for Constructive Resolution of Disputes (ACCORD), Durban, South Africa, where he carried out administrative tasks, research on peace and development and training ACCORD's clients on Peace building. Tom also contributed to the Peace Recovery Development Plan for Northern Uganda in the area of Peace and education as a rappoteur. Tom holds an M.A in Peace Studies and a B.A in Education from Makerere University Kampala, numerous peace building and nonprofit trainings from United States, United States Institute of Peace (USIP) and Makerere University.


• Yvonne Akantorana Kisuule: Yvonne Akantorana Kisuule is a Programme Assistant. She provides administrative and research support to the office of the Director of Research. Yvonne holds a Bachelor's degree in Law from Makerere University and a Diploma in Legal Practice from Law Development Centre, Kampala.


• Susan Karungi: Susan Karungi is a Research Assistant. She is currently working on the East African Community Science and Technology Outlook Report. She previously worked at the International Development Law Unit of the Centre for Human Rights at the University of Pretoria where she was involved in the Commonwealth Secretariat research project on regulation of financial services in the Southern African Customs Union. Susan holds an LLM in International Trade and Investment Law in Africa from the University of Pretoria, South Africa. She also holds a Bachelors Degree in Laws (LLB) from Makerere University and a Post-Graduate Diploma in Legal practice from the Law Development Centre. Her areas of interest include regional integration, regulation of foreign direct investment in Africa, international trade negotiations.


• Concepta Ganyana: Concepta Ganyana is currently an Office Assistant at ACODE. She provides administrative support to the Organisation. She holds a Diploma in Microfinance and Community Economic Development from Uganda Martyrs University, Nkozi.


• Issa Issabiyre: Issa Issabiyre currently works as Office Assistant at ACODE. He provides support to the day to day operations of the Organisation.
